And then the year finished with a bang, as a Texas judge ruled in December that the entire Affordable Care Act was unconstitutional. On December 13, 2018, Covered California for Small Business (CCSB) launched their Employer Renewal Portal for groups with January 1, 2019, and February 1, 2019 renewal dates.
