Don’t get caught off-guard by recent carrier premium payment policy changes. Ensure your clients avoid late payments, costly coverage disruptions, and policy cancellations, with these current carrier premium payment policy summaries.

Premium Payment Policy

  • The grace period for premium payments has changed from 60 to 30 days in accordance with state law.
  • The new address to submit Small Group premium payments is:
    Blue Shield, P.O. Box 749415, Los Angeles, CA 90074-9415.
  • Groups must pay the amount indicated on their current invoice. Any additions, terminations or other adjustments will be reflected on the subsequent invoice.

Delinquency Policy

  • Blue Shield will consider an account delinquent when they do not receive the group dues by the due date printed on the Group Payment Request.
  • An Intent to Cancel Notice (Prospective Notice of Cancellation) will be sent by Blue Shield 15 days after the due date as required by state law.
  • The account will be canceled for nonpayment of dues effective 30 days after the invoice due date that was provided.
  • A notice confirming termination of coverage will be sent. The group will be responsible for notifying their employees of the cancellation. Benefits will not be provided for any services incurred by the members and dependents after the cancellation date.
  • To reinstate coverage once the group is terminated, the group must submit a written request for consideration to the Small Group Cancellation department. Blue Shield has sole discretion to reinstate the group and this is not a guarantee.

Premium Payment Policy

  • Premium payments are due prior to the month of coverage and must be postmarked by the last day of the invoicing month.
  • Currently, there is no option for online payments, ACH withdrawals, credit card or phone payments.
  • Groups must pay the amount indicated on their current invoice. Any additions, terminations or other adjustments will be reflected on the subsequent invoice.

Delinquency Policy

  • Premiums are considered delinquent if not paid in full by the first of the month of coverage. Health plan coverage will be terminated if premiums are not paid by the end of the month of coverage.
  • If coverage is terminated for non-payment, the group must submit a “new” application for Covered California for Small Business coverage.
  • Covered California for Small Business has sole discretion to determine if a group can re-apply for coverage and this is not a guarantee.
