Group medical plans with an employee-only coverage option are often advantageous for employers that have employees with lower family incomes. Employees can benefit from the group coverage offered by the employer, while their dependents may be eligible for premium tax credits through the Covered California individual exchange. Since its inception, Covered California for Small Business has offered an employee-only coverage option for employers with 1-50 employees.

Kaiser Permanente recently introduced an employee-only coverage option in their off-exchange plans, which can save money for employers that offer Kaiser-only coverage. However, many employers prefer to offer Kaiser alongside another carrier, but most other carriers do not offer a similar employee-only coverage option off-exchange. Having some employees on employee-only coverage and other employees on regular employee plus dependent coverage may create an administrative burden on the employer.
