With Health Net’s exit from the California group market, Blue Shield is positioning itself as a stable, long-term option for affected groups — and backing that up with new transitional support announced at a broker roadshow this week.

What’s new for Health Net groups applying to Blue Shield  (10/1/26–3/31/27 effective dates):

• Minimum enrolling subscribers reduced from 5 to 3
• 25% participation minimum waived for groups coming directly from Health Net
• Health Net billing statement accepted in lieu of a DE 9C
• A one-time 2027 renewal date sync for groups splitting carriers (details to follow)

A stronger, tiered broker bonus

The bonus is cumulative across all Health Net members a broker places with Blue Shield — not calculated per group — and it has no cap:

• Members 1–50: $100 per member
• Members 51–100: $150 per member
• Members 101+: $200 per member

For example, a broker placing five groups of 20 members each (100 members total) would earn $100 x 50 + $150 x 50. Paid alongside standard commission and stacking with other bonus programs. Note “Health Net” as the prior carrier on all submissions to ensure eligibility. Download the flyer.
