Health Net Is Exiting the California Group Market

Following Health Net’s announcement that it is exiting the California commercial group market, CaliforniaChoice has confirmed how the change affects its groups. The short version: CalChoice groups have more time, and Health Net direct groups have a simpler way in.
Health Net is no longer accepting new groups directly, for any effective date. CalChoice will continue accepting new small group business that includes Health Net membership through January 1, 2027 effective dates, which makes it the only remaining way to write a new small group with Health Net.
Anthem Blue Cross, Kaiser Permanente, Sharp Health Plan, Sutter Health Plan, UnitedHealthcare, and Western Health Advantage. Because many providers participate in more than one of these networks, most members will have a path to keep their current doctors when they move.
To make it easier to move a Health Net direct group into CalChoice, CalChoice is offering a special underwriting promotion for new business with effective dates from September 1, 2026 through January 1, 2027. Groups with one or more medically enrolled subscribers can submit their most recent Health Net invoice in place of a DE 9C, provided:
