CCSB Grace Period and Premium Deferral Program

In April, Covered California for Small Business (CCSB) launched a new program to help their small business customers continue to provide insurance to their employees during the COVID-19 pandemic. The grace period for premium payment was extended to 60 days for April and May premium invoices.

In addition, a Premium Deferral Program was introduced for customers who had not fully paid their April or May premium invoices.

CCSB has now provided a Grace Period and Premium Deferral Program FAQ that answers the most common questions that employers have about the program.

Covered California for Small Business Extends Agent Bonus Program

Agent Bonus Program Extended Through January 2021

With the Covered California for Small Business (CCSB) “A Partnership That Pays” bonus, agents who place new small group business with CCSB from July 1, 2020 – January 1, 2021, can earn up to an $8,000 bonus per group, in addition to competitive commissions. You’ll earn $1,000 for groups with as few as six enrolled employees and up to $8,000 for groups with 51-100 enrolled employees. Best of all, the bonus is per group with no maximum number of groups! In addition to California’s most comprehensive access to doctors and hospitals, CCSB health plans offer choice and control, with:

CCSB Announces Payment Options to Help Struggling Employers Keep Employees Covered

On April 30th, Covered California for Small Business (CCSB) announced a new Premium Deferral Program aimed at helping hundreds of small businesses continue to provide insurance to their employees during the current COVID-19 pandemic.

Premium Deferral Program Summary

• CCSB will allow small businesses an additional 30-day grace period to make their premium payments for the months of April and May.
• Employers will be able to defer up to 75 percent of their premium payments for April and May. The program will allow affected businesses to pay just 25 percent of their premium payments for those two months and defer the remaining amount across the rest of the year.
• A survey found that more than three out of every four CCSB employers are either operating in a limited capacity or are temporarily closed.

CCSB Certification in 1-Hour

Great news! With the Covered California for Small Business (CCSB) simple 1-hour online course, it’s now quicker and easier to become a CCSB certified agent to sell small group coverage and leverage their unique advantages. Get started with the CCSB agent certification.

You should take this course if you:

• Currently place your CCSB groups through another agent in your brokerage.
• Are not certified by Covered CA and would like to write CCSB groups.
• Immediately start receiving commissions when you win the BOR on a group with CCSB coverage.

How to get certified to sell CCSB:

1. Submit the application. Upon approval in a day or so, you will receive an email link to the 1-hour online training on Covered California’s Learning Management System (LMS).
2. Log in and complete the training. Keep the Certificate of Completion for your records.
3. Complete the CCSB Agreement you’ll receive from DocuSign in about two business days after you complete the training. Pay the Department of Insurance endorsement fee. Allow 3-5 business days for processing. Note: there are 2 agreements to choose from whether you’re an independent broker or part of an agency.
4. Receive your Covered California for Small Business certification by email. You may begin quoting and writing new CCSB groups with Claremont!

CCSB & Group Service Agreements

As you know, when a carrier group health plan is installed, the group enters into a contract for coverage with the carrier. This contract is typically referred to as the group contract but it can be called the group health plan contract, group service contract or group service agreement.

So, how do these group contracts work with the CCSB exchange when more than one carrier is providing coverage to the group?

CCSB does not issue group contracts. Rather, shortly after the group is installed, each carrier with enrollment will send a Group Service Agreement to the group. On receipt, the group should sign the Group Service Agreement and return to the carrier per the carrier instructions, and retain a copy in their files.

Covered California Agent Agreement Amendment

Covered California Certified Agents are required to sign an amendment to the Agent Agreement by November 1, 2016. Agents will receive their amendment by email from DocuSign® by September 13. The signed amendment is required as a result of changes to the contract.
