Covered California for Small Business – New Blue Shield Plans
Starting July 1, Covered California for Small Business (CCSB) is offering new Blue Shield plans, providing more options for enrollees. These plans include the Access+ HMO Network with Platinum, Gold, and Silver metal tier options, as well as the Bronze Trio HMO 7000/70. The two most popular Blue Shield High Deductible Health Plans (HDHP), Silver Full PPO Savings 2300/25% and Bronze Full PPO Savings 7000 plans, are also now available.
All of these plans offer benefits such as Wellvolution, Teladoc Mental Health, Nurse Help 24/7, LifeReferrals 24/7, and the Blue Card program for when members are outside of California.

Beginning September 1st, you can expedite your account updates by registering for a MyCCSB.com account. Through this convenient online portal, you’ll be able to submit and receive confirmation for real-time payments, employee enrollments, changes, and terminations.
To enable these enhancements, MyCCSB.com will be temporarily unavailable from Friday, August 20, 2021 at 5:00 pm to Wednesday, September 1, 2021 at 8:00 am PT. This will not affect a September 1st coverage date for enrollment and coverage requests during this period.

Member ID cards for new employer enrollments are mailed by the health insurance provider within 7-10 business days after the employer has made the first premium payment. For steps on how to access or order a member ID card, download the How to Access/Order Member ID Cards flyer.
Employers can add an Authorized Representative to help manage their account during the group setup or by submitting an Employer Change Form.
The CCSB Service Center is not able to discuss an account with callers who are not authorized representatives, this includes questions about billing or an invoice. Get the details.
When employers pay invoices online using the MyCCSB portal, they’ll receive a one-time confirmation that the payment has been completed.
Currently, the MyCCSB portal does not have an autopay or pay over the phone option.

Exclusive Tax Credit Attract new small businesses and retain existing clients with a federal tax credit that is only available through CCSB. Your small groups may be eligible for up to 50% credit of premiums as a for-profit employer and up to 35% credit of premiums as a non-profit employer. To qualify:
Groups must have less than 25 full-time equivalent employees (FTEs);
Pay an average wage of less than $55,000 per year; and
Pay at least half of their employees’ health insurance premiums.
Agents and employers can access helpful guides in the MyCCSB portal for adding or terminating an employee and/or dependent.

Updates
2021 Rates The lowest rate increase, since its inception in 2014, at a 1.5% weighted average.
Membership Growth Currently, more than 62,000 individuals have insurance through CCSB, representing a growth of approximately 7,000 individuals, or a 12.7% gain in membership over this time last year.
Reminders
Agent Bonus Program Effective July 1, 2020, the ‘A Partnership The Pays’ program has been extended through January 1, 2021. Download the CCSB Broker Bonus flyer.
Online Renewals Agents and employers can select and confirm multiple employees through the online portal at the group’s renewal making the renewal process easier.
Extended New Group Submission Deadlines The remaining new group submission deadlines have been extended to the 15th of each month.
Special Enrollment Period (SEP) The timeframe is from November 15, 2020, through December 15, 2020. During this period, new small groups do not need to meet the minimum participation requirements or employer contribution, however, eligibility requirements still apply.
Please note: CCSB does not recertify SEP groups at the following year’s renewal.
Employee-Only Coverage One of the unique features of CCSB is the ability for employers to offer employee-only coverage, which provides employees more options to find affordable dependent coverage through Covered California’s individual marketplace.
